The role will support these production applications and create new applications required. Support may include, but not be limited to, process management, reporting, technical planning, assessment, evaluation, architecture, analysis, design, development, testing, automated unit testing, maintenance, remediation support., monitoring, requirements analysis, graphic design, configuration, quality assurance testing and deployment. These services require careful interaction with other Suppliers, product Suppliers, product vendors, USPS service providers and USPS management. All resources must be capable of working independently. MEANINGFUL WORK AND IMPACT This position provides the opportunity to develop innovative solutions that strengthen USPS systems and operations. The resource(s) shall provide support for application and system development, maintenance, and overall technical support as required. The resource(s) shall support these production applications and create new applications required. Specific responsibilities may include, but not be limited to, the following: Technical Lead/SME on the USPS National Accounting Oracle Financial Applications (NAOFA) team. Manage and address all existing business applications and correct defects as they become known. The same software engineering best practices and techniques used for application modifications to be used for system development and support. All data and programming standards shall be used and consistently applied. Utilize an iterative development methodology and conduct appropriate Agile ceremonies for all work done. The methodology shall allow users to examine the validity and accuracy of the business requirements and to respond to the usability and performance of new developments. User testing and acceptance throughout the development cycle will detect usability issues, missing requirements, and any necessary design changes early in the process, allowing them to be put in place immediately. Identify risks associated with the development of software efforts, including impacted systems, analysis and classification of risk, and techniques to mitigate. Conduct feasibility/cost-benefit studies, requirements analysis, and life cycle activities included in; the design phase, object-oriented technology, development, implementation, and documentation, for the development and maintenance of systems for long-term use. Collect, develop, and analyze software requirements user story writing workshops assuring acceptance criteria is defined. Consistently evaluate application design and implementation in accordance with Lean process improvement methods and recommend mitigation. Formulate a business model identifying the proposed (to-be) business processes necessary to improve the efficiency and effectiveness for application(s), as necessary. Develop “use cases” and determine the prescribed set of “artifacts” for each phase of each development cycle. Develop java applications using a service-oriented architecture and web services were applicable. Develop applications in a multi-platform environment, using object-oriented programming, with an understanding of Internet/Intranet architecture. Develop software applications prototypes for USPS Program Manager Evaluations. Provide Graphic design for application user interface. Conduct usability analysis and assessments. Adhere to 508 compliance regulations for all development efforts. Utilize the Government provided 508 reporting tool to identify and mitigate 508 issues. Develop, document, and adhere to effective and appropriate configuration management practices. Design systems using Agile framework or a framework similar as required by USPS. Participate in project design specifications and review specifications as needed by USPS governance committees or equivalent. Assist with the development of business needs statements, user stories, acceptance criteria, documentation. Provide feasibility and high-level business requirements analysis for related systems or requests and development cost estimates. Testing of any software and integration modules using standard USPS tools to ensure high quality software (including functional, technical test cases with negative use cases and performance scalability testing. Develop system and user documentation for application software. The following documentation shall be developed for each application: system documentation, training documentation, and user documentation. WHAT YOU’LL NEED TO SUCCEED Education Bachelor’s degree in a relevant field from an accredited institution is preferred. Candidates without a four-year degree require an additional four years of relevant experience. Required Experience 5 years of experience with Oracle EBS, Oracle modules Experience with VersionOne, Agile processes, MS Office, SQL, PL/SQL and Oracle database Analyze, design, and implement highly complex operating systems and application programs. Responsible for designing, implementing, customizing, and integrating Oracle e-Business Suite applications with other systems, and providing ongoing support and future enhancements of those solutions. Ensure that client’s Oracle e-Business Suite portfolio of applications is designed to meet evolving business requirements and standards for reliability, scalability, availability, and usability. Work with team members as needed to scope, design, develop, test, implement, support, and enhance Oracle e-Business Suite solutions. Design and develop utilities to ensure a modular approach in programming for uniformity and to improve productivity. Work with Oracle functional business analysts to gather business requirements and translate them into specifications documents. Collaborate with business partners, systems analysts, and application developers and translate business requirements into logical, component-based technical designs. Responsible for coding and unit testing application software across production support, enhancements, and projects. Design and develop technical solutions to a pre-defined requirement and develop components including extensions, views, customizations, modifications, reports, and workflows. Follow documentation, software development methodology, version control and testing, and migration standards. Meet service-level agreements for production support response and resolution. Develop a cooperative environment that fosters knowledge sharing. Provide technical guidance and mentoring to others in areas of expertise. Have ability and willingness to learn regarding the applications and their ecosystem. Review code and make recommendations based on industry best practices and participate in analysis discussions to ensure the business requirements are met. Use of Oracle E-Business Suite (EBS), Oracle Financials & SCM modules (AR-Accounts Receivables, GL-General Ledger, SLA-Subledger Accounting, OM-Order Management, Purchasing, and INV-Inventory), Oracle Forms, Oracle Reports, Oracle BI Publisher, SQL Developer, SQL, PL/SQL, Oracle database, XML, Toad, and UNIX. Security Requirements Ability to obtain and maintain a Public Trust clearance and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting This position has a U.S. residency requirement. The USPS security clearance process requires the selected candidate to have resided in the U.S. (including U.S. Territories) for the last five years as follows: U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 6 months consecutively in the last 3 years (unless they meet certain exceptions). Non-U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 90 days consecutively in the last 3 years. The likely salary range for this position is $157,250 - $212,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
