Congress Street, Tucson, AZ 85701 Posting Details: Salary: $70K-$80K Grade: 24 Closing Date: First review will be on 06/01/2026 Job Summary: We are seeking a versatile HR professional who can seamlessly balance high-level, complex employee relations matters with core, day-to-day generalist functions—including talent acquisition, onboarding, performance management, and benefits administration. Reporting directly to the Chief Human Resources Officer (CHRO), this position serves as a strategic partner and trusted investigator handling complex, organization-wide ER matters and HR Generalist duties. In this critical liaison role, you will bridge the gap between department leadership and staff, championing a fair and compliant workplace. You will actively shape human resources policies and ensure strict adherence to federal and state employment laws, directly contributing to a healthy, high-performing organizational culture. This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements). Job Duties: Investigations & Leadership Advisory: Leads comprehensive workplace investigations, including gathering information, conducting case interviews, determining findings, and drafting formal reports. Manages the compliance process and partners closely with executive leadership, section managers, and unit managers to navigate sensitive disciplinary actions. Strategic Project Management: Acts as the project lead in partnership with the Human Potential Office (HPO) team to design, establish, and implement optimized processes, standard work protocols, best practices, and performance metrics for the department. Policy & Compliance Evolution: Drives the continuous refinement of department-wide policies, ensuring seamless alignment with evolving state statutes and modern HR standards. Cross-Functional HR Expertise: Provides subject matter expertise across various human resources disciplines, offering support in functional areas such as recruitment, classification and compensation, training, performance management, HR operations, and benefits. Leadership Backup: Serves in an acting capacity to ensure seamless department operations in the absence of the CHRO and HR Manager. Knowledge, Skills & Abilities (KSAs): KNOWLEDGE Federal and state employment laws, statutes, rules and regulations Modern principles, practices, methods and techniques for conducting employee relations investigations, Researching and compiling information State statutes, rules and regulations as they pertain to the department and section confidentiality Microsoft Office and the G-Suite/Workplace SKILLS Investigative interviewing, conflict mediation, Root cause analysis risk mitigation, establishing priorities among conflicting needs, researching, collecting, and analyzing data and reports Developing and implementing various improvement initiatives for assigned program areas HRIS database management Research and analytical skills, independent problem-solving and decision-making related to complex issues Gathering of facts and information statistical and abstract analysis ABILITIES Analyze specific problem situations and determine acceptable solutions within the framework of laws, rules and regulations Knowledge of or ability to learn and apply LEAN concepts, principles and tools used to create and deliver the most value from the customer's perspective while consuming the fewest resources, and engaging people in continuous problem solving Exhibit personal initiative and prioritize effectively Adapt to changing assignments and priorities Respond to inquiries with tact, diplomacy, and appropriate timely information Analyze and establish priorities Selective Preference(s): Bachelor’s degree in Human Resources, Business Administration, Personnel Management or related field. 3-5 years of experience in Human Resources in a large state agency or other public section HRCI, or SHRM HR Certification preferred Pre-Employment Requirements: If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.
