Qualification & Skills Manager
The Competence and Compliance Department provides training, certification and registration schemes for businesses and personnel operating in the building services engineering industry. The Competence and Compliance Department is responsible for skills policy advice to BESA members, delivering training through BESA Academy and compliance systems that reside within the following Group companies, BESCA Ltd, Engineering SKILLcard Ltd and REFCOM Certification Ltd. ABOUT THE ROLE This role is hugely instrumental in the success of BESA as a standard setting body and as a training provider. You will understand the qualification and skills landscape across all four nations, be able to translate that for colleagues and BESA members and be able to support the C&C customer service functions in the Skills Advisory Service and Skillcard with any qualification’s advice. As we move to a new era in competence, this role will be the driving force behind the implementation of competency frameworks, from communication and qualification review to whole system policing. This is vital if we are to achieve a step change to meet the requirements of the building safety act on competence. Using your quality assurance expertise, you will act as the conscience for BESA Academy, ensuring our online and centre-based training and assessment products are up to date, of high quality and meet the requirements of the standard setting body, competence frameworks, minimum technical competencies (MTCs), awarding body requirements and other relevant standards. The role will require both internal and external collaboration, across all four nations and will see you as the first point of contact for qualification and skills development for BESA. The role is flexible in terms of location, allowing you to work from home or office to suit your needs. You will be expected to travel periodically to suit the requirements of the role and organisation. KEY DUTIES Project management of the creation and implementation of Competency Frameworks for the BSE Sector Project manage the development, review and embedding of sector National Occupational Standards (NOS) Lead on qualification updates that meet the requirements of educational systems across all four UK Nations (i.e. Apprenticeships, Short Courses, related schemes) Manage the content and quality of BESA Academy’s learning delivery and assessment in line with internal plans, policies and procedures Create and manage processes for the purpose of auditing BESA Academy training and assessment provision in line with scheme requirements, compliance and BESA processes Lead and manage a risk-based internal assurance and audit schedule for BESA Academy online and centre-based provision, aligning with associated policies and procedures Support development of internal and external learning solutions, ensuring quality and assurance is met for BESA Academy products Support the Leadership Team to identify, manage and mitigate risks to remain compliant Develop and monitor Quality improvement plans Provide Internal Quality Assurance for BESA Academy across all areas of activity Produce concise reports to inform leaders and managers of key Internal Quality Assurance information, including data sets and action plans relating to audit and compliance activity. Support the ongoing development and review of operational policies, procedures, and scheme specification documents providing guidance relating to best practice to those who will utilise such documents. Support the Training Centre onboarding process relating to BESA Academy quality standards and technical specifications Manage the completion and submission of Quality Action documents as required by funding or regulatory bodies. Participate in continuous professional development. ABOUT YOU Skills, Knowledge & Experience Essential A clear understanding of the role quality assurance plays in learning delivery Experience in developing and managing quality improvement plans Excellent understanding of quality assurance and its application to assessment of qualifications, short course outcomes and apprenticeships. Knowledge of the processes and policies within awarding organisations. Experience of working in collaboration with 3rd party organisations Experience in creating a range of practical and theoretical learning and assessment products designed for use in the BSE sector Experience of managing and delivering projects. A learning and assessment qualification such as: A1, CAVA, V1, IQA Full driving licence. Desirable Hold occupational competency and delivery experience within the building services engineering sector Experience of managing people and processes.
