JOB TITLE: Senior IT Specialist TYPE OF CONTRACT: WAE International Consultant (Level 2) UNIT/DIVISION: IT Emergency Preparedness and Response Branch, TECF DUTY STATION (City, Country): Admin Dubai, UAE (Remote) DURATION: Until 31.12.2026 - extendable BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The United Nations World Food Programme (WFP) IT Emergency Preparedness and Response Branch (TECF) is responsible for preparing for, coordinating and managing WFP’s Information Technology response to emergencies, including global and often local leadership of the Emergency Telecommunications Cluster (ETC), rapid deployment of FITTEST, WFP’s IT emergency response capacity, and support to Digital Assistance operations. The Fast IT, Telecommunications and Coordination Support Services Team (FITTEST) is the IT emergency response capacity of WFP. FITTEST has the overall mandate to rapidly assess, build, enhance and restore communications services during emergency and steady-state operations, often within 48 hours of the onset of an emergency. The IT Specialist will support Emergency and Surge projects, on site, reviewing current IT, microwave, networking/routers, servers, VoIP, VSAT services and provide or implement recommendations on the design, establishment, upgrading or maintenance of connectivity and IT services. The incumbent will be required to be deployed for long-term field missions, often in hardship duty stations. ACCOUNTABILITIES/RESPONSIBILITIES: •Assess existing and new VSAT, IT, microwave, servers, networking/routers, VoIP systems/equipment/services. •Provide recommendations and proposals for upgrades / re-build of systems/equipment/services within the area of expertise. •Install, or supervise the installation of, VSAT, GSM, microwave, point-to-point or point-to-multipoint networks, IT systems/equipment/services within the area of expertise. •Provide technical advisory, specifications and inspections for procurement and reception of goods and services within the area of expertise. •Manage large scale amount of equipment: inventory, labelling, inbound logistics, maintenance and allocation. •Contribute to design and identification of training needs of local personnel and TDY on the domain of expertise. •Train users on the proper utilization of systems/equipment/services within the area of expertise. •Train personnel to be able to independently maintain and support installed systems/equipment/services within the area of expertise. •Provide reports, with support from external resources, within the area of expertise and on humanitarian activities within the operation. •Represent IT EPR in local events as required. •Support Digital Assistance hardware and software requests. •Design, budget and plan communications systems/equipment/services in designated areas. •Provide inputs to budgets of WFP, inter-agency organizations and groups to ensure that communications needs are resourced. •Supervise national personnel, TDY and Stand-by Partners as required. •Manages projects, including planning, implementation, evaluation and closure, with support from external parties. •Understands travel, finance, cost recovery and logistics procedures and practices. •Perform any other related duty as required. DELIVERABLES AT THE END OF THE CONTRACT: 1.Project(s) implemented, handed over or closed in the field; 2.Mission reports completed within 10 days of each field mission / activity; 3.Proposal for continuous improvement or enhancement of IT standards shared. QUALIFICATIONS & EXPERIENCE REQUIRED: Education & Experience: University degree in Technology, Business Management in relevant field and minimum 5 years of experience in relevant field or relevant post-secondary education with extensive relevant practical field work experience. Technical Knowledge Skills: Skills may include but are not limited to the following: •Ability to design, plan and execute projects in the field, and specifically in emergency situations; •Ability and willingness to operate in hard, at times extreme, living conditions, to respond and travel to emergencies within 24 hours, to operate in distributed / decentralised teams and to engage with and support partners; •Ability to work independently through appropriate personal initiative and regular follow-ups; •Highly developed written and oral communication skills with the ability to influence and adapt communication styles to different situations and individuals; •Collaborative hands-on team member and relationship-builder with a facilitative nature and strong business partnering skills towards colleagues and stakeholders; •Highly developed Cognitive Capacity; •Behavioural Flexibility Language Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese is desirable.
