Workers Compensation Hearing Representative
Fresh Start Recruitment is partnering with a highly respected California-based Workers’ Compensation Defense firm that is seeking experienced Hearing Representatives to join its growing team. This is an excellent opportunity for experienced California Workers’ Compensation professionals who are confident handling complex medical lien matters, appearing before WCAB judges, and independently managing high-volume caseloads in a fast-paced litigation environment. - Currently live in California — NO EXCEPTIONS
- Have direct California Workers’ Compensation Defense experience
- Have experience appearing before WCAB judges
- Have experience arguing medical lien disputes before judges
- Have experience handling medical liens (not just copy liens)
- Be comfortable independently managing a lien caseload from start to finish

About the Role
When an injured worker files a workers’ compensation claim in California, multiple medical providers and vendors may file liens against the case for payment. The Hearing Representative is responsible for reviewing, negotiating, and resolving these lien disputes through both negotiation and appearances before WCAB judges. This is NOT an attorney role and does not require a bar license. However, it is a highly specialized legal role requiring strong California Workers’ Compensation knowledge, medical record analysis, hearing experience, and confidence advocating in court.
Key Responsibilities
- Manage a full caseload of medical lien files from initial review through final resolution
- Appear before WCAB judges at:
- Mandatory Settlement Conferences (MSCs)
- Status Conferences
- Walk-through settlements
- Lien hearings
- Argue medical lien disputes before judges
- Conduct lien negotiations and resolve disputes with lien claimants
- Rate permanent disability using AMA Guides
- Review medical records and analyze apportionment
- Prepare settlement agreements, declarations, and position statements
- Provide regular written updates and case summaries to clients including insurance carriers, employers, and TPAs
- Work efficiently in a fully digital, paperless environment
Required Qualifications
- 3–20 years of California Workers’ Compensation Defense experience as a Hearing Representative
- Direct experience attending hearings and arguing medical liens before WCAB judges
- Experience handling medical liens — not just copy liens
- Strong understanding of California Workers’ Compensation procedures
- Ability to independently manage a high-volume lien caseload
- Experience rating permanent disability using AMA Guides
- Strong medical record review and apportionment analysis experience
- Strong written communication and advocacy skills
- Comfortable preparing their own legal documents and written work
- Ability to think quickly and confidently during hearings
Preferred Background
- Current or recent experience at a California Workers’ Compensation defense firm, insurance carrier, TPA, or lien resolution company
- Experience working in a high-volume litigation environment
- Strong negotiation and litigation skills
