Project Manager – Base Operations Support
ONSITE ROLE – HONDURAS (Central America) This position requires full‑time, on‑site presence in Honduras. Project Manager – Base Operations Support Role Overview The Project Manager is responsible for the end‑to‑end execution of Base Operations Support (BASOPS) contracts, holding full responsibility for operational performance across facilities, utilities, infrastructure, environmental compliance, and logistics. This role ensures that all services outlined in the Performance Work Statement (PWS) are delivered safely, efficiently, and in direct support of mission requirements. Serving as the primary authority for contract operations, the Project Manager aligns personnel, subcontractors, equipment, and systems into an integrated operation that maintains installation readiness and operational continuity.
Key Responsibilities
- Plan, lead, and oversee all BASOPS functions across multiple service areas to ensure compliant, consistent, and effective operations
- Manage the allocation and coordination of personnel, materials, subcontractors, and equipment to achieve contractual goals
- Lead the work management process, ensuring service and maintenance requests are accurately recorded, prioritized, executed, and closed
- Oversee preventive, corrective, operational, and project-based work orders in line with mission priorities
- Define and enforce response standards based on urgency levels, ensuring prompt resolution of critical issues
- Manage project scope from initiation to completion, including cost estimates, scheduling, budgeting, and funding coordination
- Maintain synchronized schedules across preventive maintenance programs and active work orders to ensure uninterrupted operations
- Establish and maintain a quality assurance framework to verify services meet contractual standards and inspection requirements
- Ensure accurate documentation, reporting, and tracking of operational activities and contract deliverables
- Act as the primary interface with government stakeholders, coordinating communication, approvals, and operational alignment
- Ensure compliance with access controls, safety standards, environmental regulations, and emergency response protocols, including hazardous materials handling
- Coordinate operational logistics such as permits, outages, and site access to minimize service disruptions and maintain mission support
Basic Qualifications
- Proficient in standard computer applications and business software
- Full professional fluency in English
- Valid driver’s license with sufficient validity upon deployment
- Valid passport meeting international travel and deployment requirements
- Ability to meet and maintain medical clearance standards for overseas assignments
- Eligibility to access U.S. government installations and obtain required credentials
- Ability to perform essential job functions with or without reasonable accommodation
Preferred Experience & Skills
- Minimum of five years managing large-scale base operations or similar service contracts with significant staffing and multiple functional areas
- Bachelor’s degree preferred
- Experience with maintenance management systems and preventive maintenance planning (e.g., GFEBS, eMH, ArMA)
- Background in facilities management, infrastructure services, or related operational environments
- Proven ability to work effectively with military personnel, government officials, local teams, and subcontractors
Working Conditions
- Role may require extended outdoor work in challenging or tropical environments
- Work hours may be extended based on operational demands
- Must be able to obtain and maintain a U.S. SECRET security clearance
