Vessel and Oil Transfer Inspector (Marine Transportation Safety Specialist 3)

Keeping Washington Clean and Evergreen The Spill Prevention, Preparedness, and Response program within the Department of Ecology is looking to fill a Vessel and Oil Transfer Inspector (Marine Transportation Safety Specialist 3) position. This position is located in our Northwest Region Office (NWRO) in Shoreline, WA. Upon hire, you must live within a commutable distance from the duty station. Please Note: The salary posted above includes the additional 5% premium pay that this position will receive due to its location in Shoreline, WA in King County. In this position, you will work to prevent oil spills in Washington waters by conducting inspections on large commercial and fishing vessels to determine their oil spill risk. You will also inspect over-water oil transfers and investigate spills and marine casualties. You will have the opportunity to spend time each week out on the waterfront working with operators of fishing vessels, fuel barges, commercial marinas, and facilities delivering oil. You will be part of a skilled and dedicated inspection team and will develop in-depth knowledge of local maritime operations and oil spill prevention best practices. Telework options for this position: This position conducts a significant amount of inspection work and is eligible for up to 90% telework. In this role, you will have the unique opportunity to work directly with the local and international maritime community to protect Washington waters from the threat of oil spills. What you will do:

• Schedule and conduct inspections of commercial cargo vessels, including fishing vessels, to determine their substantial risk of oil spills.
• Provide fishing vessel subject matter expertise to the inspection team.
• Schedule and conduct oil transfer inspections.
• Inspect regulated fuel terminals (Class 3 facilities) and regulated marinas (Class 4 facilities) to ensure compliance with regulations.
• Support spill investigations by providing technical assistance and performing spill incident and marine accident causal analysis investigations.
• Serve as Prevention Duty Officer on a regular rotation during normal working hours.

Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

• 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
• 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify. A total of Eight (8) years of education and/or experience as described below:

• Experience: in commercial fishing vessel operations or fishing vessel inspection/auditing.
• Education: involving major study in marine engineering, marine transportation, or closely related field.

All experience and education combinations that meet the requirements for this position: Possible Combinations College credit hours or degree – as listed above. Years of required experience – as listed above. Combination 1 No college credit hours or degree. 8 years of experience. Combination 2 30-59 semester or 45-89 quarter credits. 7 years of experience. Combination 3 60-89 semester or 90-134 quarter credits (AA degree). 6 years of experience. Combination 4 90-119 semester or 135-179 quarter credits. 5 years of experience. Combination 5 A Bachelor's Degree or above. 4 years of experience. Special Requirements/Conditions of Employment:

• This position is part of the Spills Program Incident Management Team (IMT) and Crisis Management Team and is required to complete Incident Command System (ICS) training at the level of 100, 200, 700 and 800. Maintain HAZWOPER certification annually and continual training as required by the Program as they come available to maintain IMT position qualifications.
• Must be able to obtain the Transportation Worker Identification Credential (TWIC) card, which entails a detailed background check.
• Hold and maintain eligibility and certification to permit travel to and from Canada, including passport or Enhanced Driver’s License.
• Must have valid driver’s license and be able to operate a motor vehicle.
• Position requires a willingness and ability to occasionally work in excess of 40 hours per week and travel statewide or out-of-state including after-hours inspections seven days a week.
• This position works in environments with a broad range of health and safety concerns. Ecology provides periodic testing through a mandatory medical monitoring program.

• United States Coast Guard license as a Master or Mate (of 1600 Gross Tons or greater) or Chief or Assistant Engineer.
• Seagoing experience as Officer in Charge of a Navigation Watch, Engine Department Watch, or Tankerman-PIC.
• Prior experience as a vessel inspector/examiner (Marine or Classification Society Surveyor; U.S. Coast Guard Marine Inspector; Port State Control Vessel examiner, or 3rd party vessel auditor).
