Position Title: Program Implementation Specialist Location: This role is fully onsite and supports Mecklenburg County, North Carolina Position End Date: 09/29/2026 Salary: $70,000 plus benefits Overview: The CDC Foundation is partnering with CDC and state and local agencies to provide additional staff to assist with surveillance, prevention, and response efforts under the Overdose Data to Action (OD2A) program. The Foundation is seeking a Program/Project Implementation Specialist who will collaborate with jurisdiction staff to develop, implement, and improve systems and processes that support consistent, high-quality project management. Minimum Qualifications:

  • Bachelor’s degree required; master’s degree preferred
  • Three to five years of experience in project management, report writing, or public health administration
  • Professional experience or demonstrated understanding of overdose prevention, substance use disorder treatment, harm reduction, recovery, and/or drug policy
  • Skilled in program design, implementation, analysis, and evaluation
  • Self-driven with strong organizational skills and attention to detail
  • Ability to anticipate challenges and resolve issues independently
  • Ability to manage and prioritize multiple components of project development and execution
  • Ability to work effectively with technical experts, administrators, external partners, and the public
  • Strong time management skills with the ability to multitask and prioritize
  • Excellent verbal, written, and interpersonal communication skills
  • Strong cultural competency and ability to collaborate in diverse environments
  • Proven ability to work independently and as part of a team
  • Experience working virtually with remote partners and teams
  • Proficiency with Microsoft Excel, Word, PowerPoint, Teams, and Zoom

Responsibilities:

  • Collaborates with staff to develop and improve systems and processes that support consistent, high-quality project management
  • Builds and maintains relationships with subject matter experts, partners, and stakeholders to ensure effective program implementation
  • Acts as a program liaison between internal and external stakeholders
  • Oversees key areas such as project development, budgeting, and evaluation of project outcomes and performance
  • Develops project goals, objectives, policies, strategic plans, guidelines, governance, standards, and priorities
  • Supports resource mobilization efforts in partnership with internal and external stakeholders
  • Assists in preparing, negotiating, and monitoring project-related contracts and agreements
  • Serves as the main point of contact when team members are unavailable
  • Helps support the long-term sustainability of overdose prevention initiatives

Special Notes: This role supports an active and evolving public health program. Responsibilities may shift or expand as program needs change, with written approval from both the CDC Foundation and Mecklenburg County Public Health to best support the county’s public health initiatives.
