BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide and promoting food security in more than 80 countries. WFP is renowned for its ability to deliver food assistance swiftly and effectively to people in need, as well as supporting build resilience, adapt to climate change, promote good nutrition and improve food systems, particularly for the most vulnerable. In recognition of its global impact, WFP was awarded the 2020 Nobel Peace Prize for its efforts to combat hunger, its contribution to peacebuilding in conflict-affected areas, and its role in preventing the use of hunger as a weapon of war. Within the framework of its 2024 – 2028 Country Strategic Plan (CSP), WFP supports the Government of the Philippines (GoP) at national, regional and local levels to address food insecurity, reduce malnutrition and build the resilience of vulnerable populations. The CSP has three outcome areas: Strategic outcome 1: By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels. Strategic outcome 2: By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably. Strategic outcome 3: The Government and partners in the Philippines access WFP services that augment their interventions, upon request. Given the diverse interventions under the CSP, there is a strong need for developing research and tools in support to enabling government systems strengthening, while generating quality evidence on the outcomes of WFP assistance on the lives of beneficiaries and capacity strengthening efforts. For this purpose, WFP Philippines is seeking to bolster its capacity in research, assessment and monitoring with an experienced and qualified international consultant to support the development and digitalization of data through tools, dashboards, and analysis, for WFP and government monitoring, food security and vulnerability analysis and beneficiary registries, in order to inform operational, evidence-based decision making and government systems strengthening. JOB TITLE: Vulnerability Analysis and Mapping Officer (Research, Assessment and Monitoring) TYPE OF CONTRACT: Consultancy, When Actually Employed (WAE) JOB GRADE: CST-2 UNIT/DIVISION: Research, Assessment and Monitoring DUTY STATION: Manila, Philippines (Administrative duty station). The Consultant will be home‑based, with possible visits to Manila. DURATION: 65 working days for a period of six months ACCOUNTABILITIES/RESPONSIBILITIES: The VAM Officer (RAM) will work under the direct supervision of the Head of RAM and in close coordination with the Head of Programme and Head of Emergency Preparedness and Response. The key activities proposed during the assignment are as follows: Carry out analysis, processing and digitalization of monitoring, assessment and beneficiary data through dashboards, tools and methodologies in support of government systems strengthening at field and national levels. Support the digitalization of tools that the country office (CO) and sub-office (SO) have developed for progress follow up and reporting of programme activities from and with the Government; and the design of dashboas for visualizing data in support to the Government. Contribute to WFP’s technical assistance to the Government in adaptive and shock responsive social protection, with the analysis of dynamic social registry (DSR) and Community-Based Monitoring System (CBMS) data from a poverty and climate vulnerability lens to inform government on feasibility and actions for a dynamic social registry which integrates climate vulnerability. Contribute to the development of technical analysis, interpretation and recommendations related to food security and vulnerability, including support: (i) in the preparation of maps, tables, and graphs to produce regional Philippine Climate Change and Food Security Analysis (CCFSA) reports; (ii) for the analysis and utilization of existing data (e.g., CBMS, NNS, 2024 Census) in vulnerability and food security assessments and contribute to the production of an updated version of the Philippine Food Security and Nutrition Atlas (PFSNA). Provide online training and support to the RAM team and other country office and sub-office units, on the use of Tableau and/or Power BI to enhance the visualization of relevant data and key findings generated from various project monitoring activities. Review and provide technical inputs for the development of concept notes, research designs, and terms of reference for prospective partners supporting research projects. Perform additional tasks as required to support programme objectives and organizational priorities. EXPECTED DELIVERABLES: (indicative, to be further developed in the workplan) Workplan validated with the CO. Digitalized data in tools Functional dashboards developed Frameworks and SOPs developed Analysis, reports, concept notes with inputs provided and/or completed. Online trainings provided. DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE: Education: Advanced University degree in Economics, Statistics, Technology, Geography, Sociology, Development Studies or any other relevant field, or a first university degree with additional two years of related work experience and/or relevant training/ courses . Experience: Minimum of five years of relevant professional experience in international development or humanitarian work; Seven (7) years of experience is preferred. Experience includes leading and/or managing assessment and monitoring activities in a project or a country office context; familiarity is familiar with digital data solutions in support of programme and project monitoring and managing diverse teams of technical staff, including collaboration with government agencies and partners. Knowledge and skills Demonstrated knowledge of data analysis, database management, data digitalization and visualization. Practical knowledge on how monitoring data is collected, compiled, analysed and presented for management decisions, programme adjustment and donor reporting; Working knowledge of the evidence value chain approach and application across diverse portfolios. Has led surveys, assessments or monitoring in countries, including the design, data collection and analysis in collaboration and/or in support to governments; Knowledge of diverse humanitarian assistance and development practices; Analysis of both qualitative and quantitative data and effective visual presentation of results; Knowledge of facilitation techniques, preparation of training materials, delivery of training and capacity development of partners and external stakeholders. Knowledge and experience in GIS and remote sensing preferred. Excellent written and communication skills. Strong analytical skills, including ability to draw conclusions and recommend a course of action. ·Languages: Excellent written and oral communication skills in English.
