Summary
The Learning Specialist works in the CNIC Division as part of the Professional Development and Training Team (PDTT). This team supports government contracts delivering quality of life programming to service members and their families. The ideal candidate will have experience in instructional systems design (ISD), training facilitation experience (both in-person and online), Articulate Storyline e-learning authorware, and knowledge of the military lifestyle and/or community. This is a telework position. Essential Duties and Responsibilities Apply the ADDIE model and adult learning principles to design and develop curriculum and training products supporting the Navy’s Fleet and Family Support Program workforce. Design, develop, and deliver instructor-led training via Learning Management Systems using ISD principles and Adobe Connect tools. Adhere to strict production schedules and meeting aggressive deadlines Create learner-centered instructional materials, including advanced PowerPoint graphics and visual designs. Collaborate with team members, project managers, and customers using web-based tools to support content development and project execution. Research, develop, and apply subject matter expertise related to Navy and Fleet and Family Support Programs and services. Work collaboratively with the Learning & Development Contracts Portfolio Manager and Project Managers to develop content and maintain project schedules for Desk Guides, curriculum projects, digital media products and online professional training and technical support. Consult with internal and external stakeholders to assess training needs and recommend effective learning solutions. Work independently with strong self-motivation, applying creativity to produce high-quality results. Perform additional duties as assigned. Supervisory Responsibilities This position has no supervisory responsibilities Required Education Qualifications Bachelor’s degree in education, Instructional Design, Liberal Arts, or a related field. At least two years of experience in instructional design and training delivery. Demonstrate strong knowledge of Navy and military family lifestyle issues, including in-depth understanding of Fleet and Family Support Programs and services. Expertise in curriculum development and/or instructional design specifically utilizing the ADDIE model accepted by the Association for Talent Development for instructor led curriculum as well as on-demand e-learning products using Articulate Storyline, Lectora or Captivate software. Experience developing high-quality instructional materials, including curriculum, instructional media, program management resources, and desk guides, while adhering to rigorous quality standards. Skilled in web-based facilitation and online learning platforms such as Adobe Connect, Web Ex or Zoom hosted on a Learning Management System. Superior writing skills to produce professional, publication-quality curriculum and training products Ability to manage competing priorities by adhering to strict production schedules and consistently meeting aggressive deadlines. Proven ability to collaborate effectively as part of a virtual team, using technology and web-based tools for communication and task completion. Ability to utilize industry-standard software, including the Microsoft Office suite, with a high level of proficiency and comfort in technology.

Familiarity/Experience with Articulate/Storyline eLearning software. Certified Professional in Learning and Performance (CPLP): Association of Talent Development Other Requirements U.S. citizenship is required for this position in accordance with specific federal contract requirements. Ability to successfully complete a pre-employment and government background investigation to include FBI fingerprints.
